Ann-Marie Foster, MPA, FACHE
President and Chief Executive Officer

Ann-Marie Foster is President and CEO of Phoenix Houses of NY/LI, joining in 2017 and stepping into her role in 2019. With over 25 years in healthcare leadership, including leading Bellevue Hospital’s Department of Psychiatry, she is passionate about expanding access to compassionate care that empowers individuals and families to heal and thrive.

Dioanne Adsuara, MSN, P-NP PMHNP-BC
Director of Medical Services

Dioanne Adsuara is the Director of Medical Services at Phoenix House New York, overseeing nursing, advanced practice providers, and emerging professionals from academic institutions. A board-certified Psychiatric Mental Health Nurse Practitioner, she brings extensive experience from inpatient, outpatient, and academic settings. Dioanne is dedicated to supporting individuals with substance use and mental health challenges, fostering recovery, and empowering healthier communities.

Natasha Bowman, JD
Chief Human Resources Officer

Natasha Bowman, JD, is Chief Human Resources Officer at Phoenix House New York, leading people operations for nearly 400 employees. With over 20 years of HR leadership, much of it in NYC hospital systems, she fosters respectful, inclusive workplaces. At Phoenix House, she is dedicated to empowering staff, strengthening culture, and ensuring teams can deliver life-changing care to the communities we serve.

Yareka Carter, MSc Acc
Chief Financial Officer

Yareka Carter is Chief Financial Officer at Phoenix Houses of NY/LI, overseeing accounting, audit, and treasury functions. With over 20 years of financial and leadership experience across industries in the U.S. and Zambia, she is committed to advancing Phoenix House’s mission by ensuring strong financial stewardship that supports recovery and strengthens communities.

Leann Chiappone, LCSW, CASAC 2, MAC
Chief of Patient Access and Community Relations

Leann Chiappone, Chief of Patient Access at Phoenix House NY since 2011, brings over 15 years of dedication to behavioral health, specializing in substance use and addiction recovery. She leads admissions, utilization review, Helpline call center, and client benefits with compassion and a deep commitment to expanding access to care. Leann holds a Master’s from Fordham, is an LCSW, a CASAC-Advanced, and proudly mentors future clinicians through her field instruction certification.

Kristine Torres-Lockhart, MD
Chief Medical Officer

Kristine Torres-Lockhart, MD, is Chief Medical Officer at Phoenix House New York, overseeing medical and clinical operations across substance use and behavioral health programs. An internal medicine and addiction medicine specialist, she is dedicated to evidence-based, harm reduction care and workforce development. She also serves as Clinical Associate Professor of Medicine and Psychiatry at Albert Einstein College of Medicine.

Mark G. White is General Counsel and COO at Phoenix Houses of New York. He is committed to aligning strategy with the mission and building systems that empower individuals and strengthen communities. With over 15 years of legal and leadership experience, Mark is passionate about collaboration and driving meaningful change that transforms lives.
